One of the most well known and beloved couples of Spanish strip cartoon, Mortadelo y Filemon (Clever & Smart) were created in 1958 by the cartoonist and scriptwriter Francisco Ibañez Talavera. Their adventures were published in the Pulgarcito (Tom Thumb) and Gran Pulgarcito (Great Tom Thumb) magazines and soon they were a great success.

The two characters worked at the spying agency named TIA, with Filemon (Smart) as the boss and Mortadelo (Clever) as an absentminded employee who was specialist in disguising as many different and resourceful characters. His nice adventures made him always end being pursued by his boss or some desperate customer.

Their author, Ibáñez, was born in Barcelona in 1936 and he created some well known characters like "Doña Ursula", "La familia Trapisonda", "El Botones Sacarino" and "Rompetechos", amongst others.
The label issue dedicated to the Comics is linked with a philatelic issue on 26th february, 1998, with the same motif and similar design.
